A double counting certificate serves as proof that a company may claim fuels under the double counting scheme. The certificate indicates that a volume of claimed biofuels satisfies the requirements for double counting under Renewable Energy for Transport laws and regulations.
Provision of a double counting certificate
If the requirements are met, the verifier will issue the double counting certificate to the fuel producer, who in turn will pass it on to the company wishing to claim delivery of the fuel under the double counting scheme in the Registry.
Unique numbering
The double counting verifier will issue a double counting certificate for each volume of biofuel produced by a manufacturer. This certificate will include a unique code, starting with the verifying organisation's own identification code. The claiming operator must list the number on the certificate when claiming biofuels in the Energy for Transport Registry under the double counting scheme.
Verifiers keep records of all the unique certificate numbers they issue, and upon request will provide the NEa with an overview of all certificates issued or withdrawn (for split volumes, see ‘Splitting volumes of double counted biofuels’).
Double counting certificate: information
Annex 5 of the Renewable Energy for Transport Regulations sets out which information is to be included on the double counting certificate. The certificate must state:
- the materials used to produce the biofuel in question;
- the biofuel's energy value;
- the voluntary scheme under which the biofuel is produced and stored;
- whether the fuel has been supplied to the recipient of the certificate according to the mass balance of the manufacturer's voluntary scheme; and
- that the biofuel supplied under the scheme has not been verified for double counting by another verification organisation.
