A double-counting verifier issues the double-counting certificate to the producer of the double-counting biofuel. When trading in biofuel, the certificate is issued by the producer to the buyer.

Separation of certificates

There may be cases in which an amount of double-counting biofuel will be separated and resold to multiple buyers. In such cases the double-counting verifier will withdraw the original double-counting certificate and subsequently issue new double-counting certificates to each party.

Numbers of separated certificates

Each double-counting certificate has a unique number and in the case of separation will contain the numbers of all previous certificates. Companies that claim delivery of renewable energy must in this case state all the numbers when claiming double-counting biofuel - this means both the new number of the certificate and all numbers of the revoked double-counting certificates.

Conditions for separation

The separation of an amount of double-counting biofuel, for which a double-counting certificate has already been issued, may only take place if the original double-counting certificate has not yet been used by a company registering claims as proof of double-counting. When added up, the amounts to which the new certificates relate may not exceed those of the original certificate.
