The laws and regulations on Renewable Energy in the transport sector set out how precisely and with what degree of certainty the double-counting verifier is required to perform the verification. The result of verification is a double-counting certificate.
Degree of certainty and materiality
The double-counting verifier performs verification with a reasonable degree of certainty and with a 2% materiality threshold. The verifier collects sufficient verification evidence for this purpose and ensures that the verification risk is at an acceptably low level. The verifier deems certain deviations to be material if they have a reasonable impact on the number of Renewable Energy Units (HBEs) shown in the Energy for Transport Registry after a claim has been registered.
This applies to deviations in the type of material in connection with the double counting of the biofuel as well as deviations in the amount of material used in relation to the amount of double-counting biofuel produced.
Verification at the production site
The verification of double counting takes place at the production site of the double-counting biofuel. This site must be certified on the basis of a sustainability system recognised by the European Commission. The double-counting verifier ensures that the sustainability system applied is appropriate for the raw material that has been used to produce the double-counting biofuel. The double-counting verifier is required to visit the production site once during the initial verification inspection. In any year in which the verifier issues a certificate for a certain site, he must also visit that site at least once a year.
