Banking limit - Energy for Transport

On 1 May, companies that have a surplus of HBEs in their account, after they have debited renewable energy units to fulfil their own obligations, are able to carry forward a number of HBEs to the next year. This is the balance banked.

which is subject to a limit. The number of HBEs in excess of the banking limit lapse. This is an automatic action in the Energy for Transport Registry (REV: Register Energie voor Vervoer). A specific banking limit has been set for each type of participant.

The banking limit depends on the capacity of the account holder. The general principle is that a balance of 2000 HBEs or less can always be banked:

  • A transferer has a banking limit of 2000 HBEs.
  • A registering company may bank 10% of the total HBEs that they created through registrations in the previous year, with a minimum of 2000 HBEs.
  • Companies with an annual obligation and obligation to reduce emissions may bank 25% of the HBEs, with a minimum of 2000 HBEs.
  • Where account holders have several facilities, the REV adjusts the percentage to produce the highest balance banked, with a minimum of 2000 HBEs.
     

The banking limit is filled automatically based on the HBEs available in the account, in the following order of priority: HBE-Gs, HBE-Os, HBE-Bs and lastly HBE-Cs.

The number of HBEs in excess of the banking limit lapse. This also applies if deductions for the annual obligation result in a negative sub-balance for one or more types of HBE. Negative sub-balances cannot be offset against any HBEs above the banking limit. This means that the number of HBEs in excess of the banking limit always lapse, irrespective of whether there are any negative sub-balances.

The REV automatically carries out the banking transactions during the year-end closing.
