The Energy for Transport Registry (REV: Register Energie voor Vervoer) is an online application wherein renewable energy units (HBEs: hernieuwbare brandstofeenheden) can be created and traded between account holders. Companies subject to obligations use the registry to comply with the obligation to register fuel deliveries, their annual obligation, and reduction obligation.
The version of the REV which incorporates parts of the revised regulations (implementation of RED II and the Climate Agreement) has been released last april (2022). During 2022 more releases containing new functionalities wlll follow. You can read more about the latest and future releases on this webpage (Dutch only) .
The REV is closed on official Dutch holidays and weekends. Logging in will not be possible during this time.
Technical aspects
If your company wants to register large numbers of connections or deliveries, it may be convenient to use the XML upload facility.
You can modify your company’s administrative system to automatically generate XML files, which can then be uploaded to the REV in a couple of steps.
Please contact the NEa Helpdesk if your company is interested in this. The NEa will then send you the XML schema and guidance notes.
The REV requires occasional maintenance. During this time the REV is temporarily unavailable. The NEa tries to arrange maintenance in such a way as to cause the least amount of inconvenience possible.
As a rule, the REV is closed on 1 May of every year (or the first subsequent working day) for the year-end closing. Depending on the nature of the maintenance activities and the utilisation rate of the Registry, an email is sent to all REV users or a notification is displayed on the login page. Where available, the time at which users can log in once more will also be indicated.
Using the registry
There are stringent requirements for opening an account and for implementing changes in the Energy for Transport Registry (Register Energie voor Vervoer, REV). In addition, technical security measures have been implemented in the REV. All of this is to prevent malicious parties gaining access to the REV.
Technical security measures
Various technical security measures have been implemented in the REV:
SMS (text message) code when logging in: users have to enter their username and password each time they log in. They then have to enter an SMS code. This SMS code is sent to the user’s mobile phone number.
Four-eyes principle: users can specify that registrations and transfers require two users: one to propose the action and the other to approve it.
It is mandatory to set a transfer limit for the account.
The REV can be accessed on work days between 07:00 am and 09:00 pm, except during maintenance.
User safety measures
In addition to the technical security measures in the REV, there are measures that you as the user can implement to safely use your mobile phone (for receiving an SMS code) and your computer (logging onto the REV). The NEa has published an information document containing measures that you can take personally to prevent malicious persons gaining access to your account in the REV.
The key ones are as follows:
Set a password or pin code to be able to use your mobile phone.
Only install apps on your mobile phone originating fro trusted suppliers in the official app store for your operating system.
Never log in to the REV from your mobile phone. You may then run the risk of revealing your data to malicious parties. This could include data such as your username and password and the SMS code that you receive on your phone.
Make sure that the computer system you want to use to log into the REV:
always has the latest updates of the operating system installed;
has a virus scanner installed that is continually updated with the latest virus definitions and scans for viruses at least once each week;
has no illegal software installed.
Do not set the transfer limit for your account unrealistically high or low.
If you use a Wi-Fi network, ensure that it is properly secured.
Do not use public Wi-Fi networks. Public Wi-Fi networks are not secure.
Never share your username, password and SMS code with others, not even with colleagues, and keep in mind the NEa will never ask for your password or SMS code.
Do not allow others to watch when typing in your username and password.
Use your password for the REV exclusively for this system and do not use it for other applications or files.
Always log off before leaving your computer and lock your system so that others cannot access it during your absence.
Never save your username and password in your browser.
If you notice something suspicious, block access to your account immediately and, if necessary, contact the NEa Helpdesk.
The Energy for Transport Registry (REV: Register Energie voor Vervoer) distinguishes between two different user roles: the account representative and the approver.
Roles of the account representative and the approver
Both users are able to view the account data and account balance. In addition, an account representative can enter registrations and transfers, and register deliveries for final consumption. An approver has to approve these actions after they have been entered. You are not obliged to appoint approvers. If you choose not to do so, the account representative completes the registry actions him or herself.
Appointing approvers is a safety feature of the REV. The four-eyes principle ensures that two people are needed to complete a transaction. This reduces the risk of unwanted transactions.
Rules for using the REV
The NEa uses the following rules for using the REV:
You must appoint at least two account representatives; the NEa also considers them to be your company’s contacts for Energy for Transport.
If you choose to enable the approval feature for your account, you must appoint at least two approvers.
A user can have two roles, that of account representative and of approver. However, you cannot approve transactions that were initiated by you. An account representative can therefore only approve the transactions that have been initiated by the other account representative.
An account can have a maximum of 10 users.
Once logged in, users can access their account and do the following, depending on their user role and account facilities:
register deliveries of renewable energy;
transfer HBEs;
comply with their obligation to register taxed deliveries of fuel for use in transport;
comply with their annual obligation;
comply with their reduction obligation.
