Companies that claim renewable energy in the Energy for Transport Registry (REV: Register Energie voor Vervoer), submit a Verification Declaration Delivered Renewable Energy to the NEa annually. This shows that the claim for delivery of renewable energy satisfies all legal requirements.
Please note: the information available on this page is only relevant for 2018-2021.
The claiming company is to submit the declaration for the claim year to the NEa no later than 31 March of the next year. The declaration must be issued by a claims verifier.
Requirements for the claims verifier
The claims verifier performs his or her verification activities in a impartial and independent manner. In addition, the claims verifier must be accredited for verifying claims in the professional field of renewable energy for transport by the Dutch Accreditation Council (RvA: Nederlandse Raad voor Accreditatie) or a national accreditation body in another Member State of the European Union (EU).
The claims verifiers may also conduct audits if they have demonstrably commenced an accreditation procedure but have not yet completed it. The following institutions are currently accredited for auditing claims:
- Control Union Certifications B.V.
- DEKRA Certification B.V.
- Quality Services Inspection B.V.

Requirements for verification of delivered renewable energy
The requirements for verification of delivered renewable energy are elaborated in Annex 8 of the Energy for Transport Regulations. The verifiers are to perform their activities in accordance with the verification protocol that they have drawn up. The verification protocol has to be approved by the NEa. This requirement is applicable to verification from 2019.
Submission of Verification Declaration Delivered Renewable Energy
Two parties are involved in the verification of delivered renewable energy: the claiming operator and the claims verifier, who carries out the verification of delivered renewable energy on behalf of the claiming operator.
The claiming company submits the Verification Declaration Delivered Renewable Energy for the claims for deliveries in the previous calendar year to the NEa by no later than 31 March. The claiming company sends the verification declaration to the NEa electronically.
The claims verifiers report the results of the findings in the REV. They do this by placing a checkmark in the relevant field.
If the verification delivered renewable energy is not completed successfully, the claiming company submits a report of findings to the NEa. The claims verifier does not place a checkmark in the REV.
