Companies that deliver renewable energy to the Dutch transport sector can claim the deliveries in their account in the Energy for Transport Registry (REV: Register Energie voor Vervoer). They will receive renewable energy units (HBEs: hernieuwbare brandstofeenheden) for this.

Companies submitting claims and the renewable energy to be claimed are subject to conditions. This page and the subsequent reference pages set out these conditions.

Companies submitting claims

To be eligible to submit claims, companies  must have an account with the claim facility in the REV. The following companies  are allowed to claim deliveries of liquid biofuels and liquid renewable biofuels:

  • Holders of an Excise Warehouse License for mineral oils,
  • Holders of a Registered Consignee Permit for mineral oils,
  • Importers under excise payment, as defined in the Excise Duty Act (Wet op de accijns), who have delivered fuels to the Dutch transport sector.

Companies that deliver gaseous biofuels to the transport sector or electricity to road vehicles can also claim these deliveries under certain conditions. These are purchasing parties according to the Gas Act and Electricity Act, who have connections to the grid and have charging infrastructure.

Renewable energy to be claimed

Companies  can claim deliveries of the following types of renewable energy:

  • Liquid biofuels and liquid renewable fuels that are delivered to the Dutch market for transport. This is taxed delivery for transport use to transport by road, rail, water or by air in the Netherlands, or (in exceptional situations) delivery to another Dutch excise warehouse,
  • Gaseous biofuels delivered to transport by road, rail, water or by air in the Netherlands, via connections exclusively for this purpose,
  • Electricity delivered to road vehicles in the Netherlands via connections exclusively for this purpose.

Claim period

Companies can claim delivery of renewable energy in the REV throughout the year. The deadline for claiming deliveries in a calendar year is 28 February (29 February in leap years) of the following year.

Receiving HBEs

One HBE represents a delivery of 1 GJ of renewable energy to the Dutch transport sector. Once a company has claimed, the corresponding number of HBEs is immediately credited to their account in the REV. A claim for which HBEs have been received can no longer be changed.

The REV does not immediately credit the HBEs for renewable energy that has been delivered and claimed between 1 January and 1 April of a calendar year. This occurs after 31 March of that year, after the year-end closing for the previous year has taken place.

The NEa can suspend crediting of HBEs if an anomaly in the claim profile or other irregularities are detected in the REV.

Year-end closing of claims

In addition to claiming deliveries, the operator also has the accuracy of the data for the deliveries claimed verified by a claims verifier before 1 April.

HBEs that cannot be banked will expire on 1 April.

Check of claims by the NEa

The NEa conducts periodic checks of claims. If a claim is incorrect, the NEa can officially correct it up to 5 years after the calendar year to which the claim relates.
