Registering delivery of electricity

Companies that deliver electricity to the Dutch transport sector can register these deliveries in their account in the Energy for Transport Registry, subject to certain requirements. In return, they receive Renewable Energy Units (HBEs) of the type Other.

This webpage (Dutch) provides basic information about the registration of electricity and the conditions that apply to this.

Conditions

Companies can register electricity that has been delivered via an exclusive connection. Even if a connection is not an exclusive connection, it is still possible to register the delivery of electricity. provided that the relevant charging points are fitted with an MID certified meter.

Exclusive connection

Companies can only register electricity that has been delivered to road vehicles and/or inland shipping vessels via connections to the electricity grid exclusively designated for these companies. With such an exclusive connection, the electricity delivered is exclusively used by electric vehicles. The companies register the amount of electricity (kWh) delivered per connection, as measured by one or more metered delivery points (sales meters) for the relevant connection.

In practice, however, a connection may not be designated exclusively for the delivery of electricity to road transport vehicles and/or inland shipping vessels. The electricity may also be used in homes or offices, for example. In such cases, there are nonetheless options for the registration of electricity delivered to the transport sector.

Multiple suppliers using a single connection
If a connection is not exclusively designated for the delivery of electricity to the transport sector, the Code Decree facilitating multiple suppliers using a single connection (Codebesluit meerdere leveranciers op één aansluiting, MLOEA) by the Dutch Authority for Consumers and Markets (ACM) may provide a solution.

The MLOEA Code Decree allows the creation of a secondary allocation at the connection point to an installation. Under the Code Decree, each secondary allocation point is assigned an individual EAN code and an associated meter. This way, the electricity delivered by different installations can be ‘broken down by installation’ in the records without having to create separate physical connections. A request for a secondary allocation points must be submitted to the grid operator.

The NEa will accept registrations of electricity delivered to road vehicles via this arrangement, provided it is demonstrated that the secondary allocation point is exclusively designated for these deliveries. When registering such electricity deliveries, the registering company must specify the EAN code of the secondary allocation point.

Please note: Only buyers within the meaning of the Electricity Act are eligible to register the delivery of electricity by means of this option.

MID meters
If there is no connection that is exclusively designated for the transport market (or no secondary allocation point), the metered delivery point (sales meter) of the charging point must meet additional requirements, and must have an MID certificate of compliance. This relates to the European Measuring Instruments Directive (MID), which in the Netherlands has been implemented in the Metrology Act (Metrologiewet).

Quantity to be registered

Registered deliveries must be based on the quantity measured at the metered delivery point (of a charging site). In this regard, the quantity shown on the purchase meter is not relevant and only serves as an external indicator.

Registering companies must keep proper records, containing proof, such as invoicing and measurement data, for the registrations made in respect of all connections. The records must also indicate the method used to determine and verify the quantities registered.

HBEs for the renewable share

The Energy for Transport Registry will only credit HBEs Other for the renewable share of the electricity. For deliveries of electricity from the grid, the amount will be calculated using the Dutch share of renewable energy (as applicable two years before the year of delivery). For registrations relating to deliveries made in 2022, this share is 26.4%.

In specific cases, HBEs can be accrued over 100% of the electricity supplied:

  • If the site (address) is used for deliveries to the transport sector and also for generating renewable electricity, 100% of the electricity generated can be rewarded. Only the electricity delivered directly to the transport sector can be registered. No HBEs can be earned for electricity that is fed back to the grid. This requires accurate metering of the output by the production installation(s).
  • If a registering company purchases renewable electricity via a direct connection from a production installation at a different address, it may designate the share delivered directly to the transport sector via the direct connection as 100% renewable. This requires accurate metering of the amount of electricity purchased that is delivered to the transport sector. The registering company must also have a Guarantee of Origin for off-grid delivery covering the amount of the registered delivery.


In addition, a weighting factor of 4 is used to calculate the number of HBEs, due to the energy efficiency of electric driving. The number of HBEs are calculated automatically in the Energy for Transport Registry.
