A double counting certificate is required in order to claim delivery of a biofuel under the double counting scheme in the Energy for Transport Registry. The certificate must be issued by an accredited verifier who satisfies the requirements set out in the Renewable Energy for Transport laws and regulations.

Double counting verifier requirements

The double counting verifier must perform all verification activities in an unprejudiced and unbiased fashion, and be accredited for double counting under the ‘renewable energy’ field of inspection by the Dutch Accreditation Council (RVA) or another national accreditation organisation in an EU member state.

Accreditation

It is also possible for new parties to be accredited as double counting verifiers. Because it is a time-consuming process, verification institutions that have not yet been accredited may also carry out double counting verification. However, they must be able to demonstrate that they have initiated an accreditation procedure with the RVA or another national accreditation organisation in an EU member state.
