Some biofuels are eligible for double counting. This depends on the materials used.

Double-counting materials

Annex 2 of the Renewable Energy for Transport Regulations lists the materials that determine whether a biofuel is eligible for double counting. These materials have been categorised as follows in the Renewable Energy for Transport Regulations:

  • Table 1: process waste or process residue, e.g. category 1 and 2 animal fats, used frying oils, raw glycerine, waste wood;
  • Table 2: waste or residue from agriculture, aquaculture, fishery or forestry, e.g. straw, pods, peels, membranes, seeds or forestry residues;
  • Table 3: non-food cellulosic and lignocellulosic biomass, e.g. fresh wood and short-rotation coppice.

Biofuels not eligible for double counting

Biofuels which have been produced from materials which have been designated as product or coproduct (Table 4) are not eligible for double counting.  In principle, this also applies to the ‘other materials’ category (see Table 5). For fuels in the ‘other materials’ category, however, companies may submit an application to allow double counting of a biofuel under specific site-based or company circumstances.

The NEa processes, assesses and decides on double-counting applications on behalf of the Minister of Infrastructure and the Environment.
