Aircraft operators that emit less than 25.000 tCO2 /year (Full Scope), or 3.000 tCO2/year (Reduced Scope) or execute less than 243 flights in the three consecutive four-month periods are considered small emitters. These aircraft operators are allowed to submit a simplified EU ETS report, generated by the Small Emitters Tool of the ETS support facility of Eurocontrol, to the competent authority. The reported emissions are regarded as verified and do not require external verification.
