Small emitters within ETS aviation

Thresholds values apply to participation in the EU ETS. Aircraft operators that are above the threshold but have low CO2 emission levels may estimate their emissions in a simplified way.

Small emitters

Aircraft operators are classified as small emitters if:

  • they perform fewer than 243 flights per 4-month period for three consecutive 4-month periods; or
  • their total annual CO2 emissions is less than 25,000 tonnes.

This rule applies to both commercial and non-commercial aircraft operators. Small emitters are subject to simplified monitoring requirements. They may estimate their CO2 emissions using Eurocontrol tools (the small emitters tool or the ETS Support Facility).
