Applications to open or modify a CO2 Registry account
If you wish to open an account in the CO2 Registry or change something about your account, please complete a digital application or change request form and send it to the NEa Helpdesk. The NEa will then process your request, and notify you within 10 working days of the remainder of the procedure and the required documentation.
Registration requirement for PHA and TA
The responsible department, i.e. the Ministry of Economic Affairs and Climate Policy, has put in place an additional risk mitigation measure regarding the CO2 registry. The measure constitutes a requirement for holders of person holding accounts and trading accounts to register with the Dutch Chamber of Commerce. This means that all holders of person holding accounts and trading accounts must be registered with the Chamber of Commerce, more informatie can be found on their website.
The Dutch Emissions Authority will verify whether the aforementioned registration requirement has been met by means of an extract from the Chamber of Commerce or, in the case of natural persons, by means of an extract from the Key Register of Persons (BRP extract – please see the website of your municipality). Companies with their seat of business abroad must also submit supporting documentation to prove the business address of the legal entity.
The new rule applies to all holders of both new and existing person holding accounts and trading accounts and will be published in the Dutch Emissions Trading Regulation.
How does this affect you if you wish to open a PHA or TA in the Dutch CO2 registry?
- When applying for the account, new account holders will be expected to comply with the new requirement. Compliance must be demonstrated by an extract from the Chamber of Commerce or Key Register of Persons. If you are not present in either register, no account will be created.
How does this affect you if you already hold one or more PHAs or TAs in the Dutch CO2 registry?
- Around 1 July 2020, you will receive a request from the Dutch Emissions Authority to submit the missing documentation (extract from the Chamber of Commerce or Key Register of Persons demonstrating registration in the Netherlands). If you are not yet registered in the Netherlands, you still have six months to complete your registration with the Chamber of Commerce. If you have not submitted an extract from the Chamber of Commerce demonstrating your registration by 31 December 2020, your account in the CO2 registry will be blocked.

To gain access to an account in the Dutch section of the CO2 Registry, you first need a Dutch URID number. This number must be generated before you start filling in the form, as it must be entered on the application.
