Registering delivery of gaseous renewable fuels

Companies that deliver hydrogen to the transport sector via a metered delivery point can register these deliveries if they were greened using Guarantees of Origin for other gases. companies will then receive HBEs Other in their REV account.

Companies that can register

Only companies that are licensed under the Environment and Planning Act to receive, store and sell deliver and that have a metered delivery point can register deliveries of greened hydrogen.

Fuel to be registered

In the REV, the registering company must register the volume of hydrogen delivered by it to the transport sector (as determined at the metered delivery point) and the volume or energy volume of the Guarantees of Origin for other gases. HBEs will only be created if a delivery of hydrogen has been greened using Guarantees of Origin for other gases. In order to do this, the registering company must transfer Guarantees of Origin for other gases to the NEa account in the Vertogas Registry before creating a registration in the REV.

Guarantees of Origin for other gases
Guarantees of Origin for other gases are issued by Vertogas in order to demonstrate that a particular quantity of hydrogen in the Netherlands was produced using electricity, provided that this electricity was greened using Guarantees of Origin for renewable energy. This safeguards the renewability of the hydrogen registered.

Guarantees of Origin for other gases are issued to the hydrogen producer. To be able to register deliveries, the registering company will need to add the hydrogen producer’s Guarantees of Origin to its Vertogas Registry account. The registering company must then transfer these Guarantees of Origin to the NEa account in the Vertogas Registry.

With this registration process, in order to qualify for HBEs, a registering company does not necessarily have to physically deliver renewable hydrogen itself; this may also be fossil-based hydrogen, provided that the delivery is greened using Guarantees of Origin for other gases.

HBEs for the greened share of deliveries

HBEs are only credited for the portion of hydrogen supplied that has been greened using Guarantees of Origin for other gases. Therefore, the number of HBEs credited is determined by the energy volume of the GOs. The energy content of GOs that is entered cannot exceed the quantity of hydrogen delivered by the registering company. In other words: the amount of hydrogen which can be greened and registered is capped at 100% of the quantity delivered.

Multiplier
To encourage the use of renewable fuel for transport, the HBEs awarded are multiplied by a factor of 2.5.

Details to be registered

The following details must be entered in the REV when registering deliveries of gaseous renewable fuel:

  • the amount of hydrogen delivered via each delivery point, in kg;
  • the details of the Guarantees of Origin for other gases;
  • the details of the delivery location and the metered delivery point.
